La Ordenanza Municipal de Estabilización de Renta
Every Property owner in the City will receive a letter with a PIN # and Parcel Account #, utilize this information to access the on-line registry. All owners must register their rental unit(s) or claim their rental unit(s) exempt from the ordinance. If you don’t rent any unit(s), you still need to register and claim the exemption.
To access the registry go to (click here >) https://rsp.hpca.gov/ You will find directions and instructions once you access the registry.
Cada propietario de la ciudad recibirá una carta con un PIN # y una cuenta de su lote #, utilice esta información para acceder al registro en línea. Todos los propietarios deben registrar su(s) unidad(es) de alquiler o declarar su(s) unidad(es) de alquiler como exentas de la ordenanza. Si no alquila ninguna unidad, aún debe registrarse y declarar que esta exento del registro.

1. Annual Rent Cap: Rent increases are limited to 3% per year or 100% of the Consumer Price Index (CPI) for the Los Angeles-Long Beach-Anaheim region, whichever is lower. Rent can only be increased once per year.
2. Security Deposits: After July 1, 2024, security deposits are limited to one month's rent. For landlords with no more than two residential rental properties, the limit is two times the monthly rent.
3. Just Cause Evictions: Landlords can only evict tenants for specific reasons such as nonpayment of rent, illegal activities, or property damage. For no-fault evictions, landlords must provide relocation assistance or waive the final two months' rent.
4. Tenant Petition for Rent Adjustments: Tenants can file petitions if they believe a rent increase is unjustified or if housing services have been reduced. The ordinance prohibits retaliation against tenants exercising their legal rights.
5. Rental Unit Registration: Landlords must register their rental units with the city and provide proof of registration to tenants. Failure to register may result in the inability to enforce rent increases or evictions.
6. Notices to Tenants: Landlords must provide tenants with a notice of their rights under the ordinance when entering into or renewing a rental agreement.
